Guard Service Munich: Cost and TCO 2026

Plant managers in the greater Munich area pay between 18,000 and 25,000 euros per month for a 24/7 post. That figure has risen by an average of 7.1 percent annually since 2023. [Insert BDSW source.] This article sets out the actual cost structures, compares personnel, hybrid and robot models, and identifies the points where investments pay off.

Guard Service Munich: What 2026 Invoices Actually Show

The hourly rate for a guard in the greater Munich area in 2026 is 28 to 34 euros gross, graded by collective-agreement binding to BDSW Bavaria and by qualification. Lower rates appear in offers but rarely withstand tariff scrutiny.

A continuously staffed 24/7 post requires 4.2 full-time equivalents. The figure comes from 168 weekly hours divided by 40 weekly hours. Add a surcharge for leave (30 days), sickness (industry average 18 days) and shift handover. Anyone calculating with 3.5 FTE is calculating wrong.

The result: monthly full costs per staffed post of 18,000 to 25,000 euros. Included are night, Sunday and holiday premiums, professional liability, dispatch, uniforms and training. The Bavarian minimum-wage adjustment and the industry-wide skilled-labour shortage have driven hourly rates up by 7.1 percent per year since 2023, according to BDSW data on the security industry.

There is also a hidden line item: patrol shortfalls due to sickness. Market Structure: Who Provides Guard Service in Munich

The Munich industrial environment is dominated by three BDSW member companies that together hold a large share of major contracts. The market is supplemented by 40 to 60 smaller operators with local or regional reach.

Large customers absorb above-average personnel capacity. Munich Airport, Messe München, the BMW plant and Siemens sites draw qualified guards from the regional labour market. This tightens availability for mid-sized industrial operations and reduces the quality of assigned shifts.

Contract terms with classic providers run 24 to 36 months. Notice periods are usually six months. Anyone wanting to switch in 2026 must decide by mid-2025.

On qualifications, the §34a Unterrichtung is the minimum standard. Sachkundeprüfung under §34a GewO is optional and at many posts not refinanced. IHK-certified protection and security personnel are scarce and are deployed for specialised tasks (reception, Werkschutz, events).

The QR-2 does not replace the control room. It replaces the patrol component of a 24/7 post. Human assessment of the situational picture, alarm verification and initiation of measures remain with the control room.

TCO Comparison Over 24 Months for a Munich Industrial Site

Three models for a typical mid-sized industrial site, 24-month term:

Classic model. A 24/7 post plus patrol service costs 480,000 to 600,000 euros over 24 months. The range reflects tariff level, shift premiums and site size.

Hybrid model. One guard in the control room plus QR-2 for the outdoor patrol costs 312,000 euros over 24 months. The control-room person handles access control, visitor reception and alarm verification. The QR-2 covers patrol of the perimeter and outdoor facilities.

Pure robot solution. QR-2 with remote monitoring via the Quarero partner control room costs 168,000 euros over 24 months. This model suits sites without public traffic and without permanent on-site access control.

The hybrid model saves 35 to 48 percent against full personnel, depending on site size and shift model.

Legal Framework Bavaria: What to Observe on Deployment

GDPR-compliant camera recording requires signage under Article 13 and a record of processing activities under Article 30. For mobile robotics with thermal camera, the same obligations apply as for stationary video surveillance. In addition, recording paths and retention periods must be documented.

The works council has co-determination rights at introduction under §87 paragraph 1 number 6 BetrVG. Involvement should take place before contract signature, not after device delivery. Experience from Munich pilot projects shows: those who clearly communicate that the patrol component is substituted (not the guard personnel as a whole) ease approval.

A logistics operator in northern Munich, 45,000 square metres of outdoor area, 12 gates, operated two 24/7 patrol posts until early 2024. Monthly guard service costs were 42,000 euros.

In February 2024, the site switched to one control-room employee on site plus two QR-2 for the outdoor patrol. Monthly costs fell to 19,000 euros. The saving is 23,000 euros per month, projected to 276,000 euros per year.

In the first quarter after conversion, two intrusion attempts were identified by thermal detection and reported to the control room. Both cases led to police reports with video documentation as evidence.

Selection Criteria: When Robot, When Human, When Both

Not every site is robot-suitable. Selection follows clear criteria.

Pure personnel guard service remains sensible for reception, access control, visitor management and conflict situations. Where people are expected, people should be on site. Highly sensitive areas with confidentiality obligations also require trained personnel.

Pure robot guard service works at clearly fenced perimeters without public traffic. Examples: substations, water-extraction facilities, remote warehouses, decommissioned industrial areas. Prerequisite is a connected control room with defined response paths.

Hybrid model is standard for industrial parks, logistics centres and factory premises over 10,000 square metres. One guard at the central point (gate, control room) plus one or more QR-2 for the outdoor patrol. This model covers most requirements in Munich mid-sized industry.

A simple decision criterion for economic viability: from a monthly guard service budget of 30,000 euros, the QR-2 typically pays off. The personnel cost share is then high enough for the substitution of a patrol component to have a measurable effect.

Next Steps for Munich Decision-Makers
